Law No. 13 of 2016
Qatar’s Personal Data Privacy Protection Law asks for consent or another lawful purpose, a notice before you collect, and a way for people to see and correct their data. I build notices, consent and short forms around it.
As a web developer for Qatar businesses, I work from Itahari, Nepal, 2 hours 45 minutes ahead of Doha, so most of your working day sits inside mine. I’m Ujjwal Rupakheti, a full-stack developer and SEO specialist with 3+ years and 13+ projects shipped. You get English, Arabic and Nepali pages, WhatsApp-first enquiries and a fixed quote.
Time zones
Nepal is 2 h 45 min ahead of Doha all year, so your 9:00 is my 11:45, and your whole working day is reachable.
Neither Qatar nor Nepal changes its clocks

Qatar vs the UAE
Many Gulf companies trade in both countries. The build is similar, but the clock, the week and the data law are not. My page for Dubai and the UAE covers the Emirates in full.
| Qatar | UAE | |
|---|---|---|
| Time behind Nepal | 2 h 45 min, all year | 1 h 45 min, all year |
| Usual working week | Sunday to Thursday | Monday to Friday for government, since 2022 |
| National data law | Law No. 13 of 2016 | Federal Decree-Law No. 45 of 2021 |
| Financial centre rules | QFC Data Protection Regulations 2021 | DIFC and ADGM data protection laws |
| Site languages | Arabic and English, often Nepali too | Arabic and English |
In both countries Google handles almost every search: 95.83% in Qatar and 95.42% in the UAE in October 2026, by StatCounter. One SEO plan can serve both, with a page for each country.
Nepali community
Qatar was the third-largest destination for Nepali workers in 2024/25, after the UAE and Saudi Arabia, by Department of Foreign Employment figures. Around that community sit businesses that serve it: restaurants and grocery shops, cargo services to Nepal, travel agents, and recruitment agencies in Nepal whose clients are employers in Qatar.
Each needs a site that speaks to two or three audiences at once: Nepali for the community, English for everyone, Arabic for Qatari customers and employers.
The right-to-left details are on my page about Arabic and English websites for the UAE. For a restaurant, the build follows my restaurant website design service.
The same restaurant in Nepali and Arabic. The Arabic page mirrors right to left; both hand the order to WhatsApp.
Qatar rules
Qatar was the first GCC state to pass a general data protection law, in 2016, and the Qatar Financial Centre has its own regime on top.
Qatar’s Personal Data Privacy Protection Law asks for consent or another lawful purpose, a notice before you collect, and a way for people to see and correct their data. I build notices, consent and short forms around it.
The law has specific rules for sites aimed at children: a notice on how their data is used, and express approval from a parent or guardian first. Schools, tuition centres and children’s brands need this in their forms.
Firms licensed in the Qatar Financial Centre follow its own Data Protection Regulations 2021, in force since June 2022 and supervised by the QFC’s Data Protection Office. Tell me where you’re licensed, and I build to that.
Where a breach is likely to cause damage, the regulator and the people affected must be told, within 72 hours under the published guidelines. I build access logs and limits that help you spot one quickly.
Built with these rules in mind; your lawyer has the final say. I’m a developer, and none of this is legal advice.
If your customers would rather message than fill in a form, the website should hand them to WhatsApp with the order already written.
This site works the same way: every WhatsApp link opens with a message already started.
A tap on the menu opens WhatsApp with the order already written; the restaurant only has to confirm it.
Services
Three kinds of work, each quoted at one fixed price in USD after a short call.
01
Next.js or WordPress sites in Arabic and English, with Nepali where your customers need it, and a Google Business Profile for each branch.
02
Menus, bookings and stores with card checkout, delivery areas and a WhatsApp hand-off at the end.
03
A SaaS product, or a system for bookings, staff and stock, with roles, audit logs and documented APIs.
SEO runs through all three: see SEO expert in Nepal and local SEO, and the Google Business Profile setup guide for Maps listings. A single fix or redesign? I also work as a project-based web developer. The full list is on my services page.
Proof
The closest proof for a diaspora business is a diaspora product: Nimtto sells to Nepali families in Nepal and overseas.
I saw a real problem in the Nepali market: online wedding invitations were made for Western weddings, not for ours. Ujjwal Rupakheti helped me bring my idea to reality. He built Nimtto with Nepali and English, Bikram Sambat dates and RSVPs for every ceremony, exactly the way I imagined it.

Case study: NimttoEnglish or Nepali in one tap, a separate international site, and PayPal or card for families abroad.

Case study: SajilaiA rental marketplace with exact prices, bookings that never overlap and QR payments.

Case study: EknasA loyalty SaaS with a full Nepali version, a counter app and a public API.

Case study: JhinoHTML files published as live apps, with sharing, live sync and custom domains.
Commercials
Wise and PayPal show you the riyal amount before you send, and the contract fixes everything else.
Domain, hosting, paid plugins and tools are extra and stay in your company’s name. Adding Arabic to a site that already ranks? Read how to redesign a website without losing SEO first, or book a consultation.
Hours, languages, data law, WhatsApp and payment, answered for companies in Doha.
Ask me on WhatsAppYes. A company in Doha or anywhere in Qatar can hire me directly as an independent contractor working from Itahari, Nepal. You receive a fixed USD quote and a written contract, pay by bank transfer, Wise or PayPal, and can ask for an NDA first. Ownership of the code and intellectual property passes to your company on payment.
Nepal is 2 hours 45 minutes ahead of Doha all year, because neither country uses daylight saving time. So 9:00 in Doha is 11:45 in Nepal, and a Doha working day from 9:00 to 17:00 runs from 11:45 to 19:45 on my clock.
The build is close, but three things change. Doha is an hour further from Nepal than Dubai, the usual week runs Sunday to Thursday, and the data law is Qatar’s Law No. 13 of 2016 rather than the UAE’s PDPL. Firms in the Qatar Financial Centre also follow the QFC’s own regulations.
Yes. Law No. 13 of 2016 on personal data privacy covers most companies in Qatar, with consent or a lawful purpose, notices, rights to see and correct data, and extra rules for websites aimed at children. Firms in the Qatar Financial Centre follow the QFC Data Protection Regulations 2021. Your lawyer confirms which applies to you.
Yes. Each language gets its own URLs, linked with hreflang tags, and the Arabic pages mirror right to left. I write the Nepali and English structure with you; the Arabic copy should come from a professional translator, because I don’t write Arabic. My job is to make the site present all three properly.
Yes. Each menu item, product or service can carry a WhatsApp link that opens the chat with the order already written, so the customer only presses send. Each tap is counted in analytics, and a short form stays available for customers and companies who prefer email.
Yes. If you run a Nepali-owned business in Qatar, or a recruitment agency in Nepal that serves Qatari employers, calls and WhatsApp messages with me can be in Nepali. The scope and contract stay in English for your records, and the site copy follows your customers’ languages.
Payment is in USD by bank transfer, Wise or PayPal, split into milestones set in the contract. Each milestone is shown working on a preview link before you pay for it. Domain, hosting and any paid plugins or tools are extra, and they are registered in your company’s name.
Send a short note on WhatsApp or by email, in English or Nepali. With only 2 h 45 min between Doha and Itahari, I reply within one working day, and often within hours.
