The UAE PDPL
Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data covers most mainland companies: a lawful basis for what you collect, clear notices, security and limits on transfers. I build forms, consent and storage around it.
If you need a web developer for your Dubai or UAE business, I work from Itahari, Nepal, just 1 hour 45 minutes ahead of you. I’m Ujjwal Rupakheti, a full-stack developer and SEO specialist with 3+ years and 13+ projects shipped. Most of your working day falls inside mine, and you get English and Arabic layouts and a fixed quote.
Time zones
Nepal is 1 h 45 min ahead of Dubai and Abu Dhabi, and 2 h 45 min ahead of Riyadh, Doha, Kuwait City and Manama, all year round.
No clock changes anywhere in the Gulf or in Nepal
Itahari, NepalNPT, UTC+5:45, no clock changes
09:00–18:00calls from 07:00 to midnight
Dubai, Abu Dhabi & MuscatGST, UTC+4, all year
09:00–17:00your time, 8 h
Riyadh, Doha, Kuwait City & ManamaAST, UTC+3, all year

That is the easiest overlap of any market I work with. A Dubai 9-to-5 runs from 10:45 to 18:45 on my clock, so almost every call fits inside my normal hours.

Arabic & English
A good Arabic site is not an English site with translated words. The whole layout mirrors: navigation starts on the right, arrows flip, forms align right, while numbers and brand names still read left to right.
My bilingual work so far is English and Nepali: Nimtto switches language in one tap and keeps Devanagari free of letter-spacing, and Eknas runs a full Nepali version with hreflang. Arabic uses the same foundations, plus mirroring.
The same page in English and Arabic: in Arabic the layout mirrors, not just the words.
Gulf rules
Data rules in the Gulf depend on where your company is licensed, and Arabic and English speakers search differently. I build for both.
Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data covers most mainland companies: a lawful basis for what you collect, clear notices, security and limits on transfers. I build forms, consent and storage around it.
Companies in the DIFC and ADGM free zones follow their own data protection laws, and Saudi Arabia’s PDPL has been enforced since September 2024. Tell me where you’re licensed and who your customers are, and I build to that.
People search in English and Arabic, often by area: Dubai Marina, Business Bay, Al Barsha. I research each language separately, list your Google Business Profile under both names and build area pages that genuinely differ.
Built with these rules in mind; your lawyer has the final say. I’m a developer, and none of this is legal advice.
Working together
Most calls fit inside my normal hours. WhatsApp calls and voice notes work too, which suits how business moves in both the Gulf and Nepal.
Anything agreed on WhatsApp goes into the shared scope the same day, so nothing important lives only in a chat.
A staging link in both languages, so you check the Arabic layout on your own phone long before launch.

Trading firms, clinics, property agents and hotels in the Emirates need sites that work in two languages and rank in both. That is what I build.
Next.js or WordPress sites in English and Arabic, fast on a phone and built for Google from day one.
Stores and booking flows with card payments, delivery areas and product markup so prices can show in Google.
A first version with accounts, plans and payments, an admin console and the marketing site.
HR, inventory and operations software with roles, approvals and audit logs, like the system I built in Eutaa.
Technical SEO in the code, keyword research per language and content that answers local questions.
A complete Google Business Profile, consistent details across directories, and reviews you can answer.
Everything I offer, and how each project runs, is on my web development and SEO services page.
Proof
Tourism, hospitality and trade drive much of the UAE economy. These are the closest matches in my own work, all live.
Charter marketplace
Helicopter charters with a quote builder, dispatch, settlements and an AI trip planner.
Bilingual SaaS
Invitations in two languages and scripts, with a separate international site and hreflang for each audience.
Rental marketplace
Car and bike rentals with the exact price for any dates, bookings that can never overlap and QR payments.
Also live: jhino.com for app publishing and eknas.com for loyalty cards and rewards, with write-ups on the Jhino and Eknas case studies.
“Within months, our hospitality business was ranking for keywords we never thought possible.”
Google Maps top 3 in six weeks after a rebuilt Business Profile.
200+ ranking keywords from topic clusters and internal links.
Commercials
Gulf companies get the same terms as every client abroad: one fixed price in USD after a short call, against a written contract.
Domain, hosting, paid plugins and tools are extra. Unsure where to start? Book a consultation.
Time zones, Arabic sites, data law, WhatsApp and payment, answered for the Gulf.
Ask me on WhatsAppYes. I work with UAE and Gulf companies as an independent contractor from Itahari, Nepal: a fixed quote in USD, a written contract, payment by bank transfer, Wise or PayPal, and an NDA if you want one. Code and intellectual property transfer to your company on payment.
Hire a freelancer when you want to deal directly with the person building your site, at a fixed price and with quick decisions. Choose a Dubai agency when you need many specialists at once, someone in your office, or Arabic copywriting in-house. If your project needs an agency, I’ll tell you on the first call.
Nepal is 1 hour 45 minutes ahead of Dubai and Abu Dhabi all year, because neither country uses daylight saving time. So 9:00 in Dubai is 10:45 in Nepal, and a Dubai working day from 9:00 to 17:00 runs from 10:45 to 18:45 on my clock.
Yes. I build Arabic pages with a fully mirrored layout using CSS logical properties, tested Arabic fonts and forms that align correctly. The Arabic copy should come from a professional translator, because I don’t write Arabic myself; my job is to make the site present it properly.
Yes, for SEO. Each language gets its own URLs, such as /en/ and /ar/, linked with hreflang tags, so Google shows Arabic searchers the Arabic page. A script that swaps text in the browser, or raw machine translation, usually ranks poorly and reads worse.
If your company is licensed on the mainland, the PDPL, Federal Decree-Law No. 45 of 2021, is likely relevant to the personal data your site collects. DIFC and ADGM companies follow their own free-zone laws. I build forms, consent and storage with these in mind; your lawyer has the final say.
Yes. Riyadh, Doha, Kuwait City and Manama are 2 hours 45 minutes behind Nepal, and Muscat matches Dubai, so we share most of the working day. If you serve Saudi customers, I build with the Saudi PDPL in mind as well.
Yes. Many of my clients prefer WhatsApp for quick questions, voice notes and calls, and my number is +977 982-6304766. Anything we decide there goes into the written scope the same day, so the project never depends on scrolling back through a chat.
I can set up and optimise your Google Business Profile with your English and Arabic names, the right categories and areas, consistent details across directories, and photos and reviews. For a hospitality business, that work reached the Maps top 3 in six weeks. Competition varies, so I don’t promise positions.
In USD, by bank transfer, Wise or PayPal, in milestones written into the contract. You see each milestone working on the preview link before you pay for it. Domain, hosting, paid plugins and tools are extra and stay in your company’s name.
Send a short note on WhatsApp or email. With only 1 h 45 min between Dubai and Itahari, I reply within one working day, and often within hours.
