PIPEDA
PIPEDA governs how most private companies collect, use and disclose personal information. Bill C-36, tabled in June 2026, would replace part of it, but PIPEDA applies today. I build clear notices, consent where it’s needed and short forms.
As a freelance web developer for Canadian businesses, I work remotely from Itahari, Nepal, with calls in your morning. I’m Ujjwal Rupakheti, a full-stack developer and SEO specialist with 3+ years and 13+ projects shipped. You get sites ready for English and French, privacy built around PIPEDA, and a fixed quote in USD.

Nepal is 10 h 45 min ahead of Toronto in winter and 9 h 45 min in summer. Since March 2026, British Columbia stays on UTC−7 all year, so Vancouver is 12 h 45 min behind Nepal in every season.

English & French
If you sell to customers in Quebec, the Charter of the French Language, strengthened by Bill 96, expects your commercial website to be available in French. Elsewhere, a French version still reaches millions of francophone Canadians.
Two-language builds are familiar ground: Pustau, my family-tree app, runs in Nepali and English, with every date shown in both calendars.
The same page in English and French. French usually runs longer, so headings and buttons are tested in both.
Canadian rules
Canadian privacy is federal and provincial at once, and email marketing has a law of its own. These are the rules I build around.
PIPEDA governs how most private companies collect, use and disclose personal information. Bill C-36, tabled in June 2026, would replace part of it, but PIPEDA applies today. I build clear notices, consent where it’s needed and short forms.
Law 25 expects tracking that can identify or profile people to be off by default, and the person in charge of personal information to be named on your site. I build both, with the banner in French.
Canada’s Anti-Spam Legislation needs consent before commercial emails, clear sender details and a working unsubscribe. The sign-up forms I build record when and how consent was given.
Ontario’s AODA requires organizations with 50 or more employees to meet WCAG 2.0 Level AA on their websites. I build to WCAG 2.1 AA for every client, which covers it.
Built with these rules in mind; your lawyer has the final say. I’m a developer, so treat this as how I build, not as legal advice.
Working together
One call, written updates and a preview link: the weekly rhythm that makes a 10-hour gap feel like an advantage.
Thirty minutes at 9:00 Toronto time, 19:45 in Itahari in winter, to agree the week.
I work during your night, so most feedback is answered by your next morning.
Email or Slack in plain English, answered within one working day.
A staging link for you and your colleagues to click through on any device.

Keyword research on Canadian search data in English and French, technical fixes in the code, and Google Business Profile.
For APIs and integrations see API development; for everything else, the full list of web development and SEO services.

Commercials
Wise and PayPal show you the Canadian-dollar amount before you send, and the contract fixes everything else.
Domain, hosting, paid plugins and tools are extra and stay in your company’s name. Prefer to talk first? Book a consultation.
Toronto and Vancouver hours, French, privacy law and payment, answered for Canadian companies.
Ask me on WhatsAppYes. I work with Canadian companies as an independent contractor from Itahari, Nepal, with a fixed quote in USD, a written contract, payment by bank transfer, Wise or PayPal, and an NDA if you want one. The code and intellectual property transfer to your company on payment.
Send me a short note on WhatsApp or by email with what you need, where your customers are and your deadline. We have a 30-minute call in your morning, then you get a fixed quote in USD with the scope, milestones and languages in writing. After the contract is signed, you see a preview link every Friday.
Nepal is 10 hours 45 minutes ahead of Toronto from November to March and 9 hours 45 minutes ahead from March to November. So 9:00 am in Toronto is 7:45 pm in Nepal in winter and 6:45 pm in summer. Montréal and Ottawa share Toronto’s time.
Yes. B.C. made its last clock change on 8 March 2026 and now stays on Pacific time at UTC−7 all year. That keeps Vancouver 12 hours 45 minutes behind Nepal in every season, so 9:00 am in Vancouver is always 9:45 pm in Itahari.
In your morning. I book calls in my evening, up to midnight Nepal time: 9:00 am to 1:15 pm in Toronto in winter, to 2:15 pm in summer, and 9:00 to 11:15 am in Vancouver all year. Most weeks need just one call.
If you sell to customers in Quebec, Quebec’s French-language rules, strengthened by Bill 96, expect your commercial website to be available in French. Outside Quebec it’s optional, but it reaches millions of francophone Canadians. I build the bilingual structure, your translator supplies the French, and your lawyer confirms what applies.
I build sites to support PIPEDA: clear privacy notices, consent for what needs it, short forms and secure storage. Compliance also depends on how your company uses the data afterwards, so your lawyer has the final say. If Bill C-36 replaces part of PIPEDA, the same foundations carry over.
Yes. Tracking that can identify or profile people stays off until visitors agree, the banner and notices are offered in French, and the person in charge of personal information is named on the site. Your lawyer confirms the details for your business.
Yes. I research keywords on Canadian search data, write in Canadian English, build pages for the cities or provinces you serve and set up Google Business Profile. A French site gets its own French keyword research. Rankings depend on competition, so I report monthly instead of promising positions.
In USD, by bank transfer, Wise or PayPal, in milestones set by the contract, so you pay for work you have already seen on the preview link. Wise and PayPal show the Canadian-dollar amount before you send. Domain, hosting, paid plugins and tools are extra.
I build to WCAG 2.1 Level AA, which covers the WCAG 2.0 AA standard Ontario’s AODA sets for organizations with 50 or more employees, and I test keyboard use, contrast, labels and screen readers before launch. Your lawyer confirms whether and how the AODA applies to you.
Send a short note about your project and where your customers are. I reply within one working day with questions, a rough timeline or a first estimate.
